streets and parks as part of new government plans.<\/h4>\n<p>Under the proposals, local authorities would be able to issue fly-tippers with \u2018conditional cautions\u2019 without having to take them to court.<\/p>\n<p>This could see offenders complete up to 20 hours of unpaid work as part of \u2018clean up squads\u2019, potentially clearing the spots where they have dumped waste.<\/p>\n<p>The announcement comes as the government prepares to launch its new Waste Crime Action plan this week.<\/p>\n<p>Councils are also set to be handed new powers to seize money directly from fly-tippers to fund their clean-up operations.<\/p>\n<p>If an offender breaches the caution, councils would still be able to pursue a conviction through the courts.<\/p>\n<p>Environment Secretary Emma Reynolds commented: \u201cIf you dump rubbish on our streets, you will be joining a clean-up squad and picking up the bill, not the taxpayer.\u201d<\/p>\n<p>The government has also increased the Environment Agency\u2019s <a href=\"https:\/\/www.circularonline.co.uk\/news\/environment-agency-confirms-50-increase-to-its-enforcement-budget\/\">enforcement budget by 50% to \u00a315.6 million<\/a> and is considering granting the <a href=\"https:\/\/www.circularonline.co.uk\/news\/ministers-consider-granting-environment-agency-police-style-powers-to-tackle-waste-crime\/\">regulator \u2018police-style\u2019 powers to tackle waste crime<\/a>.<\/p>\n<p>The powers would allow Environment Agency enforcement officers to arrest suspected criminals, as well as seize assets and search premises without a warrant.<\/p>\n<p>\u201cThis government is handing both the Environment Agency and local authorities the power to boost waste crime enforcement, hand out tougher sentences and tackle illegal dumping faster,\u201d Reynolds added.<\/p>\n<p>Councils already have the power to issue on-the-spot fines for littering and <a href=\"https:\/\/www.circularonline.co.uk\/news\/sunak-promises-to-increase-fly-tipping-fines-from-400-to-1000\/\">fly-tipping through fixed penalty notices (FPNs)<\/a>.<\/p>\n<p>The Local Government Association (LGA) recently called on the UK Government and the Sentencing Council <a href=\"https:\/\/www.circularonline.co.uk\/news\/lga-calls-for-urgent-sentencing-review-into-fly-tipping-court-fines\/\">to \u2018urgently review\u2019 sentencing guidelines<\/a> after official statistics showed that fly-tipping offenders prosecuted through the courts are often fined less than the penalties councils issue directly.<\/p>\n<p>The latest statistics on fly-tipping released last week show councils in England dealt with 1.26 million fly-tipping incidents in 2024\/25, a <a href=\"https:\/\/www.circularonline.co.uk\/news\/fly-tipping-in-england-increases-9-in-a-year\/\">1.15 million increase on the previous year<\/a>.<\/p>\n<p>\u00a0<\/p>\n<p>\u00a0<\/p>\n<p>\u00a0<\/p>\n<p>\u00a0<\/p>\n<p>The post <a
